CEX owners may refuse to do that now, but if the move amps up, they may be forced to do it. This same thing happened with Iranian users. Coinbase, Kraken, and Binance have already said that they would not freeze the assets of all Russian users, but may target some specific users. Ukraine’s Digital Transformation Minister Mykhailo Fedorov has asked crypto exchanges to block these assets, but CEX owners have shut that down.
